Dual-Use Grant Support Program: Key Results (Statistics)

How does technological progress help Ukraine during the war? The whole world is now watching. After Russia’s invasion of Ukraine, new interest from international investors has been drawn to technologies that can have both military and commercial applications – dual-use projects.
USF has launched the Dual-Use Grant Support Program: to improve the country’s defense capabilities and post-war reconstruction. This is a help not only to startups and the ecosystem, but also to the state as a whole in these difficult times.
This includes financial support (grants, vouchers) and non-financial support for Ukrainian startups (mentoring, training opportunities, promotion, etc.). First of all, in critical industries: defense, cybersecurity, infrastructure reconstruction, healthcare, education. All of these are priorities for the state now and an important component of the country’s reconstruction and economic development after the victory.
Since the launch of the dual program, the Fund has received 195 applications (data as of January 18, 2023).
Top 3 industries:
- Infrastructure reconstruction (77 applications)
- Defense (57 applications)
- Healthcare (32 applications).
The other applications are from the fields of education (22) and cybersecurity (7).
Most applications were received from startups from Kyiv, Kharkiv, Zaporizhzhia, and Lviv.
The number of people willing to participate in the program is increasing every day. The Ministry of Defense, the General Staff of the Armed Forces of Ukraine, the Defence Intelligence of Ukraine, the Security Service of Ukraine, Ukroboronprom, KSЕ, etc. have joined the Fund in the context of the dual program.
This is now a systematic work to develop Ukraine’s high-tech arms industry and other areas that will contribute to post-war recovery. Our task is to identify dual-use projects, support them financially from the state, and most importantly, to match them with relevant government institutions, agencies, key industry players, and potential investors for further development and growth.
After reviewing the applications, the Fund’s experts, together with partners (representatives of relevant ministries and agencies), selected 20 projects as finalists of the dual program. Among the grantees are unique CRM systems, new types of drones, and protection systems, including electricity, etc.
